Dr. Minkang Cheng from the University of Texas has provided the following information: BE-C is geomagnetically stabilized. It might be difficult to track the satellite from stations to the south of Arequipa (-16.45 degree) and to north of Potsdam (52 degree) based on the observation records prior to 1986.
