Dear Colleagues,

we, the organizers for the IGEX-98 would like to draw your attention
to the upcoming GLONASS observation and processing campaign IGEX-98.
The actual call for participation is available on our Web site

The IGEX-98 campaign is planned to start in Sept 20, 1998
and continue until (at least) Dec 20, 1998.

As you know, all GLONASS Spacecrafts are equipped with a large array of
Laser retroreflectors. This makes a participation of the SLR Tracking
network highly interesting and promising.

In view of the fact that the global microwave tracking will be rather
sparse (due to the limited number of dual-band GLONASS receivers),
it is most important to have ”Laser-only” orbits available for
the time period of IGEX-98.

As a minimum we would like to have SLR/LLR only orbits with an accuracy
of 10-20 cm rms for at least 2-3 GLONASS ”sputnicki” avaliable.

We seek your active participation to

- track GLONASS satellite using SLR tracking
- compute such orbits
- collaborate with ”us” (the IGEX organizing committee)
to come up with a list of ”good” GLONASS satellites to
be tracked for the time period of the campaign, to allow
us to ask the CSTG-SLR/LLR subcommission to change the
tracking priorities for the high orbiting satellites in
order to optimize the results for the campaign
- establish a SLR GLONASS tracking scenario to optimize the
quality of the SLR-derived orbits.

Your input and your contributions are essential, both, to reach short-term
goals, and to establish a long-term research for high-orbiting satellites.


Short-term goals:

- establish (microvave-)independent GLONASS orbits for the evaluation
of orbits established with GLONASS-receivers
- establish (or, if already developed, make available) GLONASS
radiation pressure models
- establish and/or test combined SLR/microwave processing techniques
- establish GLONASS predictions for the Global SLR observation network
- etc.

Long-term goals:

- establish the role of SLR for calibration purposes of GPS and GLONASS
- research in the area ”separation of graviational and non-gravitational”
effects for GLONASS and GPS using ALSO Etalon observations
- possible stabilizing effect of SLR observations on GPS/GLONASS microwave-
derived length of day (and integrated LoD=UT) and possibly nutation
estimates.
- combined SLR/GPS/GLONASS analysis for these high-orbiting satellites.
- etc.

We believe that IGEX-98 offers a great opportunity for an ”interdisciplinary”
project within Space Geodesy, both in observation and in data analysis.

Let us point out that we want to have the SLR-community represented in an
appropriate way within the brad-based steering committee for the IGEX-98.
