Subject: NICT bias report upgraded

Dear ILRS Colleagues,

Starting from this week, the analysis software and strategy used
for multi-satellite pass-by-pass bias reports are replaced at NICT,
an associate analysis center of ILRS.

- MORE FREQUENT
The QC report is now generated EVERY DAY, covering the past 14 days.
The daily reports are available from
http://www.nict.go.jp/ka/control/slr/bias/
usually updated before 12h JST (= 3h GMT).
The file name of daily report is:
http://www.nict.go.jp/ka/control/slr/bias/YYYY/YYYYMMDD-14d.txt
where YYYY = 4-digit year, MM = 2-digit month and DD = 2-digit day.
The daily reports from 1 Jan 2005 are already available there.
Note that we distribute them WEEKLY (Wednesday) via the SLReport
mailing list as we currently do. The first one is emailed tomorrow.

- MORE ACCURATE
The Java-written analysis software ´concerto´ is upgraded from
´v3´ to ´v4´. The new ´v4´ is compatible to IERS Conventions 2003,
and is equipped with better numerical computation algorithms.
The ITRF2000 coordinates are used for most stations, but newly
adjusted values are used for new or improved stations.

- MORE STABLE
The criteria for estimating a range bias and a time bias are set
higher, i.e. only a range bias is calculated for a short (or a-few-
point-made) pass.

- MORE SATELLITES
In addition to the on-going 7 satellites (LAGEOSx2, ETALONx2, AJISAI,
STARLETTE and STELLA), analysis of GLONASS, GPS and some LEOs is
being tested. When the data amount and the analysis result meet
certain criteria, the bias estimates will be included in the reports.

- NO CHANGE IN FORMAT
The format of the reports remains the same as the current ones.

Due to this change, there might be discontinuity in the bias values,
but it should be very small for core stations.
