Werner was the chair of the ILRS Governing Board since 2002 and one of the founding members of the IGS. He was responsible for the development of the SLR station at Zimmerwald. Werner was also a key author of the RINEX format which he continued to work on until very recently. He will be greatly missed by the global geodetic community.
