Dear Colleagues:

The Beacon-C satellite that was added to the ILRS tracking priorities
about two weeks ago is magnetically stabilized and will not be visible at far
southern sites. Dr. Minkang Cheng from the University of Texas has
provided the following information:

BE-C is geomagnetically stabilized. It might be difficult to track the satellite
from stations to the south of Arequipa (-16.45 degree) and to north of
Potsdam (52 degree) based on the observation records prior to 1986.
