Subject: INCREASE in ETALON 1 & 2 Priority from 31 October to 30 November

Dear Colleagues,

The ILRS Governing Board has approved a one month tracking campaign
to support the WPLTN participation in the ”Asia Pacific Regional
Geodetic Project 1999” (APRGP99). In addition to the WPLTN
requirement, the members of the Governing Board would also like to
assess the tracking potential on the Etalon satellites for future
campaigns. During this one-month campaign, from 31 October to 30
November, the priorities of Etalon 1 and 2 will be increased to
priorities 13 and 14, ahead of the GLONASS and GPS satellites. THIS
CHANGE IN PRIORITIES TAKES PLACE IMMEDIATELY. Predictions are
available through the normal channels. If you have any questions or
difficulty, contact the Central Bureau. We need your participation.

APRGP99 has been organized by the Geodesy Working Group of the
Permanent Committee on GIS Infrastructure for Asia and the Pacific
(PCGIAP). APRGP99 follows two previous successful campaigns APRGP97
and APRGP98, to establish positional values within a global reference
frame for a basic network of permanent geodetic stations across the
Asia and Pacific region. The campaigns are supported by an increasing
number of government agencies within the region. APRG99 is important
for adding new stations, for refining station velocity values, for
height variations, and for comparison and combination of techniques.
Enhanced ETALON tracking has been requested to strengthen Earth
rotation solutions and orbit parameters in combination with LAGEOS.
The added Etalon data will provide strengthened global solutions into
which the regional results can be adjusted.
