Dear colleagues,

The Keystone project is a program to apply the most advanced space techniques
to the crustal deformation study around Tokyo using the VLBI, SLR and GPS.
All the facilities worked properly with some advanced functions such as
real-time VLBI,
automated SLR and remote control SLR system. And these system produced
invaluable data. Since the project, however, is time limited, it was
decided that the Keystone
project will be closed at the end of March in 2001. The planned lifetime of
the
project has almost passed although it is one year shorter. The limitation
of the
budget is also a part of the reason. This decision was already announced at a
formal committee inJapan.

Unfortunately, we found no institute to succeed the function of regular SLR
observation. In March in 2001, all the facilities in Miura and Tateyama
will be
dismantled because the land which has been rented, must be given back to
the owner. SLR facilities of Koganei and Kashima stations will be remained
to be used in the future experiments.

Our plan is as follows:

Until the end of May: Four stations run (Koganei, Kashima, Miura and
Tateyama; as usually)
Early June: Miura and Tateyama stations will be shut down.
June - the end of September: Two stations run (Koganei and Kashima)
October - : No regular session except R&D experiments.
