Subject: ADEOS-II Launch Rescheduling

Dear colleagues,

First of all, we are extremely grateful for your generous support for the
LRE tracking.

I am writing to inform that NASDA has decided to propose to reschedule the
ADEOS-II launch by H-IIA for no earlier than November 2002.

NASDA successfully conducted the H-IIA Test Flight#1 (TF1) launch at the
end of August 2001, and has been preparing the H-IIA Test Flight#2 (TF2)
and the H-IIA Flight#3 (F3) carrying ADEOS-II.

NASDA has been trying very hard to make early next year launch of ADEOS-II.
However, NASDA decided to reschedule the H-IIA F3 launch, in order to
ensure a reliable launch of this very important mission. The reasons for
the rescheduling are as follows;

(1) The launch date of the H-IIA TF2 has been set on January 31, 2002,
considering the necessary period to complete counter-measures for the
technical problems identified at the H-IIA TF1;

(2) It will take NASDA several months after the launch of H-IIA TF2, to
conduct a detailed post-flight analysis and to ensure necessary
counter-measures with the H-IIA F3 for the identified technical problems.

(3) After April, because of climate conditions (wind vector, etc.), launch
capability of H-IIA will decrease, which makes it difficult to launch
ADEOS-II for a certain period.

With the above reasons, NASDA has set a new launch schedule for ADEOS-II of
no earlier than November 2002. NASDA and the Ministry of Education,
Culture, Sports, Science and Technology (MEXT) will submit the proposal to
the Space Activities Commission (SAC) on November 14, 2001 for its
consideration and approval.

Furthermore, I would like to report on other H-IIA F#3/ADEOS-II development
status as follows;

--- H-IIA Flight#3 launch vehicle
At the combustion test of the acceptance test of the second engine (LE-7A),
peculiar data (axis vibration) were recognized with the LOX turbo pump and
detailed analysis is being made now. As of now, the problem is considered
peculiar to the LOX turbo pump; a replacement of the component is under
consideration.

As for the launch vehicle body, manufacturing and assembling are conducted
smoothly at the factory (Mitsubishi Heavy Industries Tobishima factory)
currently.

--- ADEOS-II satellite
ADEOS-II satellite development has been completed and the satellite was
shipped to the Tanegashima Space Center. At the Tanegashima Space Center,
the satellite was reassembled and is currently undergoing the post-shipment
performance test.

We apologize for any impacts and inconvenience this delay may cause your
agency. NASDA anticipates a more reliable ADEOS-II mission, and would like
to coordinate with you how best use the given time before launch. NASDA
intends to continue functional check of the satellite till March, and
conduct periodical check out during its storage for April to July, 2002.

I will let you know as soon as the SAC approves the ADEOS-II launch
rescheduling and keep you informed of the mission status.
