Subject: ILRS Tracking of METEOR-3M Satellite

Dear Colleagues,

The ILRS has been requested by the Institute for Precision Instrument
Engineering (IPIE) of Rosaviakosmos to begin SLR support of the METEOR-3M
satellite. The METEOR-3M spacecraft, carrying the SAGE III instrument,
was launched from the Baikonur Cosmodrome in Kazakhstan on December 10,
2001 at 17:18:57 UTC on a Ukrainian built Zenit-2 Rocket. SAGE III
(Stratospheric Aerosol and Gas Experiment III) is a fourth generation,
satellite-borne instrument and a crucial element in NASA´s Earth Observing
System (EOS). Its mission is to enhance our understanding of natural and
human-derived atmospheric processes by providing accurate long-term
measurements of the vertical structure of aerosols, ozone, water vapor,
and other important trace gases in the upper troposphere and stratosphere.

In late February, members of the SAGE team informed the ILRS that the
GLONASS/GPS receiver was not functional and thus needed the support of the
ILRS to help make their mission a success. A mission request form was
received on April 3, 2002, and the ILRS governing board approved SLR
support of METEOR-3M on April 24th, 2002.
